Board Members

Shawn Stevens currently serves as Chair, Doctor of Social Science – Prevention Science. Starting in 2007 at Wilmington University, he taught as an adjunct professor for the graduate program, Administration of Human Services, and other courses in the College of Social and Behavioral Sciences. Academic degrees include a B.S. in Psychology, an M.S. Health Administration, and an EdD in Education Leadership and Innovation from Wilmington University.
Shawn has served in management and executive positions with community-based organizations in Delaware for over 30 years including American Red Cross, DFRC, Edgemoor Community Center, United Way of Delaware, and the Latin American Community Center. As the Principal of P-Impact, he provided consulting services to nonprofit organizations. He has served on Boards including AFP, DANA, La Academia Antonia Alonso Charter School, and the Delaware Certification Board, and numerous community coalitions and advisory boards.

For 20 years, he served as a faculty member in the Human Development and Family Science Department at Messiah University (1996–2007 and 2012–2021), teaching courses in social research methods, community services, and ethnic family dynamics. He later became Director of the Doctor of Ministry program at Capital Seminary in Lancaster, where he taught applied research methods and guided students in developing their dissertation projects. In 2023, he served as Research and Evaluation Supervisor for the Pennsylvania Child Welfare Resource Center, part of the University of Pittsburgh’s School of Social Work, which provides training and program evaluation for child welfare staff across the state.
From 2007 to 2012, he was Research Director for the Center for Intercultural Teaching and Learning (now the Center for International and Intercultural Education) and professor of sociology at Goshen College in Goshen, Indiana. His work there focused on understanding and sharing insights about intercultural education for Latino immigrant students in the Midwest.
He earned his Ph.D. in Marital and Family Studies from the School of Psychology at Fuller Seminary in 1995. He is a Certified Family Life Educator with the National Council on Family Relations and a Clinical Fellow of the American Association for Marriage and Family Therapy. His research interests include acculturative stress and coping among Latino families, as well as the role of social capital among immigrant parents and its influence on parental involvement and educational outcomes.
On a personal note, he enjoys long‑distance swimming and anything connected to the ocean, including scuba diving, snorkeling, and kayaking. He also loves to travel, listen to audiobooks, and watch movies with his family. His wife, Audrey, is a Registered Dietitian and works as a clinical dietitian with WellSpan Health in York. They are the proud parents of three adult children: Kelsey, Lyndsey, and Daniel.

Andrew O’Neill serves as a Business Tax Manager for Celanese where he provides tax leadership to the Mobility and Materials Business. He manages the tax risks and rewards for the enterprise; develops, implements, and maintains tax efficient supply chains, negotiates the tax consequences of mergers, acquisitions, and divestitures, and advises on cash repatriation strategies. Mr. O’Neill has over thirty years of experience in tax, financial analysis, accounting, and law. He holds an LLM from Villanova University Charles Widger School of Law, a JD from Widener University Delaware Law School, and a BS in Accounting and BA in History both from the University of Delaware. Mr. O’Neill is a member of the Delaware and Pennsylvania bars.
Mr. O’Neill enjoys time at the beach with family and gardening.

James Dahlke has over ten years of experience in the financial services sector and currently manages a Retail Banking Office for First Citizens Community Bank (FCCB) in Greenville, Delaware. His work in banking has been focused on helping communities gain access to the capital necessary to help families buy homes, send their kids to college, start small businesses, and plan for retirement. James is also a strong advocate for Financial Literacy, recognizing that not every household is blessed with the intergenerational knowledge often associated with financial success. He believes ensuring everyone has access to the tools and knowledge necessary to succeed financially is imperative to a thriving and inclusive community.
James was born in Delaware but moved to California as an infant and spent most of his childhood and adolescent years in the cities of Long Beach and Los Angeles. Since returning to Delaware James has become heavily involved in the local community, culminating with a run for city council in 2024. He and his wife, Sidney, moved into the Little Italy Neighborhood of Wilmington in 2020 and have since fallen in love with the community and the city at large.
In his spare time, James enjoys watching sci-fi/fantasy movies and television, listening to podcasts on politics, playing strategy games such as Sid Meier’s Civilization series, and most importantly spending time with his wife and four rescue rabbits.

Dr. Belkys Sanchez, LCSW, is a bilingual licensed clinical social worker, educator, and researcher with over a decade of experience serving diverse and underserved populations. She holds a Ph.D. in Social Work from Widener University, where she was awarded the 2025 Thomas M. Young Outstanding Dissertation Award for her research on the associations between language environment, therapist cultural humility, and mental health outcomes among Latinx adults. Dr. Sanchez has extensive clinical experience across schools, community-based agencies, and healthcare systems, and she has taught across multiple core areas in social work education, including field instruction and practice with individuals and families. Her work reflects a strong commitment to cultural humility, trauma-informed care, and social work practices that center the voices and needs of minority communities.
In addition to her clinical and academic roles, Dr. Sanchez has served on multiple strategic planning and diversity-focused committees and has contributed to peer-reviewed publications on cultural humility and health disparities. Her research and consulting work aim to bridge the gap between culturally responsive care and measurable outcomes in mental health services.
Outside of her professional life, Dr. Sanchez is a devoted wife and mother of four children—Jorge Arturo, who lives in her heart, and Luis Sebastian, Noah Pierre, and Anna Elena. She and her husband Pedro find joy in traveling, family game nights, visiting museums, and celebrating life with their extended family.

David Hack, MD, was inspired to pursue medicine by Brother Bill Ellert, a Franciscan Brother whose compassionate, preventive, full‑scope approach helped shape Dr. Hack’s philosophy of care. For nearly three decades, he has remained with Trinity Health Mid‑Atlantic, drawn to its exceptional colleagues and the strong sense of community within an inner‑city environment. He values the seamless coordination at Saint Francis Hospital, where close professional relationships make it easy to ensure patients receive the support they need.
Dr. Hack is committed to advancing integrated, affordable, patient‑centered care delivered in one accessible location. Outside of medicine, he enjoys tending his hot pepper garden, playing cards outdoors, and traveling—especially to Corolla Beach in the Outer Banks and Grindelwald, Switzerland. He counts standing atop Baldy Mountain with his oldest son and hiking the Tooth of Time with his youngest among his most memorable moments. Patients are often surprised to learn he was born in an Army hospital in Fort Ord, California, and spent several years living in Guam before growing up in New Jersey.

Luis Santiago is a vice president at Bank of America’s Corporate Audit Department in Wilmington, Del., where he is responsible for process improvement programs across the division. Before this, he provided risk coverage in consumer banking, global wealth management, and global banking and markets businesses. Mr. Santiago also worked in corporate finance, providing financial guidance to a $45 billion credit card portfolio. Before joining Bank of America, he was in commercial banking at M&T Bank in West Chester, Pa., where he helped manage a $400 million middle market loan portfolio and a $1 billion commercial real estate loan portfolio.
Luis graduated from Goldey-Beacom College, earning his bachelor’s degree in business administration with a concentration in international business and his MBA with a concentration in finance. From 2011-2013, he was director of corporate affairs for the Delaware chapter of the Association of Latinos Professional for America (ALPFA) and president of the Goldey-Beacom alumni association from 2011 to 2017.
He is chairman of the board of Amanecer Counseling & Resource Center and treasurer of the charter school, Las Americas ASIPRA Academy.
Luis was honored by Delaware Technical Community College for his commitment to the Hispanic community and culture in Northern Delaware in 2014 and as Goldey-Beacom’s 2015 Rising Star.
He helped develop Latino Unidos with the United Way of Delaware to increase high school graduation and college enrollment rates among Latinos in the state. In his spare time, he plays competitive basketball, watches “Shark Tank” and loves spending time with his wife, Brittney; his sons, LJ and Lennox; family, friends and dogs Bentley and Bella.
