Board Members

Sr. Julia Keegan, OSF is a member of the Sisters of St. Francis of Philadelphia. She has worked at the Franciscan Spiritual Center for about 10 years as a spiritual director and the webmaster. She is responsible for the creation and upkeep of the Website as well as the center’s Blog, Facebook and Twitter pages. She is a program presenter and has a keen interest and expertise in Gratitude, Teilhard de Chardin, and Evolutionary Spirituality.

Previous ministries include Cardiovascular Clinical Nurse Specialist, Nursing Faculty at Neumann University, Hospital Administration at St. Mary Medical Center (Langhorne, PA) and St. Francis Hospital (Wilmington, DE) as well as data management and wealth analysis in the Congregation’s Development Office.

Sr. Julia graduated in Nursing from Neumann University (then Our Lady of Angels College) and received her Masters in Cardiovascular Nursing from Catholic University of America.

Daniel Kline is executive director for the New York State Podiatric Medicine & Foundation for Podiatric Medicine. He has 30 years’ experience in health leadership, including planning, marketing, policy and advocacy, physician relations and hospital management in academic medical centers and Catholic health-care systems in Nebraska, Delaware and northern New Jersey. Previously Dan was a vice president for St. Francis Healthcare in Wilmington for ten years, overseeing strategic development, marketing, facilities, and support services.

Daniel has extensive nonprofit governance experience with credit unions, health, human and social services and housing agencies. He is board-certified in health care leadership and administration through the American College of Healthcare Executives. He served on the board of Lutheran Community Services of Delaware for six years, two as president. Currently, Daniel is on the NJ and Greater NYC American Diabetes Association Community Leadership Board. Dan also was instrumental in working with West End Neighborhood House while at St Francis to establish Cornerstone West and served on its board for several years.

He holds a bachelor’s degree from Wartburg College in Waverly, Iowa, (his hometown) and a master’s degree in health services management and public health, and an MBA from the University of Missouri.

Daniel is a certified mixologist in New York. His hobbies include live music, films, traveling, fine dining, museums and hiking. He maintains residences in Manhattan’s Upper West Side and in Wilmington.

Saba Alzaid is a Digital Strategy and Data Analytics expert, with over 10 years of progressive experience across a wide range of marketing functions and various industry segments. Her specialty is in implementing data-driven decisions to better communicate a brand’s story.

She helps organizations discover and tell their story to create impactful and memorable marketing campaigns, driving growth and attracting loyal long-lasting customer relationships.

Whether in government, corporations, or non-profits her goal is to help and not sell. Connecting users to the correct products, services, and messaging benefits both parties. She desires to leave the world a better place as a result of her work.

In her spare time Saba loves watching the Nittany lions, enjoys spending time with family, and traveling to new places.

Andrew O’Neill serves as a Business Tax Manager for Celanese where he provides tax leadership to the Mobility and Materials Business.  He manages the tax risks and rewards for the enterprise; develops, implements, and maintains tax efficient supply chains, negotiates the tax consequences of mergers, acquisitions, and divestitures, and advises on cash repatriation strategies.  Mr. O’Neill has over thirty years of experience in tax, financial analysis, accounting, and law.  He holds an LLM from Villanova University Charles Widger School of Law, a JD from Widener University Delaware Law School, and a BS in Accounting and BA in History both from the University of Delaware. Mr. O’Neill is a member of the Delaware and Pennsylvania bars.

Mr. O’Neill enjoys time at the beach with family and gardening.

James Dahlke has over ten years of experience in the financial services sector and currently manages a Retail Banking Office for First Citizens Community Bank (FCCB) in Greenville, Delaware. His work in banking has been focused on helping communities gain access to the capital necessary to help families buy homes, send their kids to college, start small businesses, and plan for retirement. James is also a strong advocate for Financial Literacy, recognizing that not every household is blessed with the intergenerational knowledge often associated with financial success. He believes ensuring everyone has access to the tools and knowledge necessary to succeed financially is imperative to a thriving and inclusive community.

James was born in Delaware but moved to California as an infant and spent most of his childhood and adolescent years in the cities of Long Beach and Los Angeles. Since returning to Delaware James has become heavily involved in the local community, culminating with a run for city council in 2024. He and his wife, Sidney, moved into the Little Italy Neighborhood of Wilmington in 2020 and have since fallen in love with the community and the city at large.

In his spare time, James enjoys watching sci-fi/fantasy movies and television, listening to podcasts on politics, playing strategy games such as Sid Meier’s Civilization series, and most importantly spending time with his wife and four rescue rabbits.

Dr. Ralph Gonzalez is current Chief Medical Officer at OnCall Solutions, a national medical staffing organization, where he is responsible for providing clinical administrative support to the company’s contracted hospitals and clinicians. He was previously supporting Saint Francis Hospital in Wilmington, Del. as CMO where he was responsible for nearly all aspects of clinical care. For more than a decade, he has cared for the local community as a board-certified internist after completing his residency at Christiana Care Hospital in 2010. He continues to practice clinically in the hospital setting. He completed a fellowship in health-care administrative leadership through University of California San Francisco in 2015. He has extensive managerial and administrative experience, serving on the board for the Delaware Care Collaboration ACO and as medical director of Bayada home care agency. Ralph graduated from University of Notre Dame with a bachelor’s degree, double majoring in pre-medicine and economics, in 2003. He received his medical doctorate at Temple University in 2007. Outside of the hospital he enjoys spending his spare time with his wife and three children traveling, hiking, and watching Notre Dame football in Swarthmore, Pennsylvania where they reside.

Meghan McAuliffe Lines is a pediatric psychologist and the Chief of Psychology at Nemours Children’s Health. She completed her doctorate in Clinical Psychology at University of Delaware and her residency and fellowship in Pediatric Psychology at Nemours/Alfred I. duPont Hospital for Children.

In her work at Nemours, Meghan and her team focus on providing access to evidence-based, culturally relevant and equitable care to children and their families throughout the Delaware Valley. Meghan is involved in training and education, supervising graduate student externs, interns and fellows. She has been an investigator on several federal grants aimed to expand behavioral health training and workforce development. She has written and co-written numerous publications, presented at national conferences and has served several editorial roles. She holds a faculty appointment of Clinical Associate Professor of Pediatrics at the Sidney Kimmel Medical College of Thomas Jefferson University.

Meghan was named as a Fellow of the American Psychological Association in 2023, and has received multiple recognitions and awards in cluding the 2015 Nemours Physician Excellence Award for Community Service, the 2018 Society of Pediatric Psychology Carolyn S. Schroeder Award for Outstanding Clinical Practice in Pediatric Psychology, and the 2022 Nemours Physician Excellence Award in Primary Care. She was a fellow of Leadership Delaware in 2019, when she worked with Amanecer Counseling & Resource Center.

Meghan enjoys spending time in the mountains with her family and dogs.

Dr. Belkys Sanchez, LCSW, is a bilingual licensed clinical social worker, educator, and researcher with over a decade of experience serving diverse and underserved populations. She holds a Ph.D. in Social Work from Widener University, where she was awarded the 2025 Thomas M. Young Outstanding Dissertation Award for her research on the associations between language environment, therapist cultural humility, and mental health outcomes among Latinx adults. Dr. Sanchez has extensive clinical experience across schools, community-based agencies, and healthcare systems, and she has taught across multiple core areas in social work education, including field instruction and practice with individuals and families. Her work reflects a strong commitment to cultural humility, trauma-informed care, and social work practices that center the voices and needs of minority communities.

In addition to her clinical and academic roles, Dr. Sanchez has served on multiple strategic planning and diversity-focused committees and has contributed to peer-reviewed publications on cultural humility and health disparities. Her research and consulting work aim to bridge the gap between culturally responsive care and measurable outcomes in mental health services.

Outside of her professional life, Dr. Sanchez is a devoted wife and mother of four children—Jorge Arturo, who lives in her heart, and Luis Sebastian, Noah Pierre, and Anna Elena. She and her husband Pedro find joy in traveling, family game nights, visiting museums, and celebrating life with their extended family.

Shawn Stevens currently serves as Chair, Doctor of Social Science – Prevention Science. Starting in 2007 at Wilmington University, he taught as an adjunct professor for the graduate program, Administration of Human Services, and other courses in the College of Social and Behavioral Sciences. Academic degrees include a B.S. in Psychology, an M.S. Health Administration, and an EdD in Education Leadership and Innovation from Wilmington University.

Shawn has served in management and executive positions with community-based organizations in Delaware for over 30 years including American Red Cross, DFRC, Edgemoor Community Center, United Way of Delaware, and the Latin American Community Center. As the Principal of P-Impact, he provided consulting services to nonprofit organizations. He has served on Boards including AFP, DANA, La Academia Antonia Alonso Charter School, and the Delaware Certification Board, and numerous community coalitions and advisory boards.

For 20 years, I had the opportunity to serve as a faculty member at Messiah University (1996-2007 & 2012-2021) in the Human Development and Family Science Department. I taught courses in social research methods, community services, and ethnic family dynamics during that time. More recently, I served as Director of the Doctor of Ministry program at Capital Seminary in Lancaster for almost two years. As part of this program, I taught courses on applied research methods and assisted students with developing their dissertation projects. In 2023, I also served as Research and Evaluation Supervisor for the Pennsylvania Child Welfare Resources Center. The Center conducts training and evaluation of programs for child welfare staff in Pennsylvania. The Center is part of the School of Social Work at the University of Pittsburgh.

From 2007 to 2012, I served as Research Director for the Center for Intercultural Teaching and Learning (CITL), now the Center for International and Intercultural Education, and professor of sociology at Goshen College in Goshen, Indiana. CITL aimed to understand and disseminate findings on the nature and process of intercultural education for Latino immigrant students in the Midwest.

I earned my Ph.D. in Marital and Family Studies (1995) from the School of Psychology at Fuller Seminary. I am a Certified Family Life Educator with the National Council on Family Relations and a Clinical Fellow of the American Association of Marriage and Family Therapy. My research interests include (1) the study of acculturative stress and coping among Latino families and (2) the study of social capital among immigrant parents and its impact on parental involvement and educational outcomes.

On a personal note, I enjoy long-distance swimming and anything related to the ocean (or water, for that matter). As a result, I enjoy scuba diving, snorkeling, and kayaking. I also love to travel, listen to books on Audible, and watch movies with my family. My wife Audrey is a Registered Dietitian and works as a clinical dietitian with Well Span Health in York. We are also the proud parents of three wonderful adult children: Kelsey, Lyndsey, and Daniel.

Past Board Members

Luis Santiago is a vice president at Bank of America’s Corporate Audit Department in Wilmington, Del., where he is responsible for process improvement programs across the division. Before this, he provided risk coverage in consumer banking, global wealth management, and global banking and markets businesses. Mr. Santiago also worked in corporate finance, providing financial guidance to a $45 billion credit card portfolio. Before joining Bank of America, he was in commercial banking at M&T Bank in West Chester, Pa., where he helped manage a $400 million middle market loan portfolio and a $1 billion commercial real estate loan portfolio.

Luis graduated from Goldey-Beacom College, earning his bachelor’s degree in business administration with a concentration in international business and his MBA with a concentration in finance. From 2011-2013, he was director of corporate affairs for the Delaware chapter of the Association of Latinos Professional for America (ALPFA) and president of the Goldey-Beacom alumni association from 2011 to 2017.

He is chairman of the board of Amanecer Counseling & Resource Center and treasurer of the charter school, Las Americas ASIPRA Academy.

Luis was honored by Delaware Technical Community College for his commitment to the Hispanic community and culture in Northern Delaware in 2014 and as Goldey-Beacom’s 2015 Rising Star.

He helped develop Latino Unidos with the United Way of Delaware to increase high school graduation and college enrollment rates among Latinos in the state. In his spare time, he plays competitive basketball, watches “Shark Tank” and loves spending time with his wife, Brittney; his sons, LJ and Lennox; family, friends and dogs Bentley and Bella.
